On May 15, 2026, the fifth edition of the Roundtable on Information Law, “RegulaIT: Regulation of Information Technologies,” was held in hall 113 of the Center of Excellence UNITe. The event was organized by Senior Assistant Professor Dr. Kalina Georgieva and Senior Assistant Professor Dr. Margarita Hubenova-Popova — lecturers in information law at Sofia University “St. Kliment Ohridski”.

The Roundtable on Information Law initiative, launched in 2022 as a student-oriented forum, is gradually establishing itself as a platform for professional and academic exchange on current issues in information law, digital regulation, and technological development.

The event was opened by Assoc. Prof. Ventsislav Petrov, PhD, Vice Dean for Research at the Faculty of Law, who emphasized the importance of information law in the context of rapid digitalization. The first panel, chaired by Senior Assistant Prof. Dr. Kalina Georgieva, was dedicated to the interplay between technology, democracy, and fundamental rights. Associate Professor Dr. Natalia Kiselova raised the issue of the inevitability of the technological world, while Professor Douglas B. McKechnie presented constitutional perspectives on countering disinformation without direct control over content. Assoc. Prof. Dr. Denitsa Topchiyska examined the regulation of personal data protection and artificial intelligence in the European Union and the need for a balance between innovation and the protection of fundamental rights.  

The second panel, moderated by Senior Assistant Professor Dr. Anna Lazarova, focused on regulatory mechanisms and the legal challenges facing digital transformation. Senior Assistant Professor Dr. Kalina Georgieva analyzed strategic acts as a tool for legal regulation in information law, while Senior Assistant Professor Dr. Margarita Hubenova-Popova examined the application of artificial intelligence in electronic administrative services and its impact on the principles of the rule of law. Dr. Lyuben Todev presented the opportunities and challenges of distributed ledger technology as a foundation for secure digital processes.

During the third panel, chaired by Senior Assistant Professor Dr. Margarita Hubenova-Popova, current aspects of European regulation in the digital environment were discussed. Senior Assistant Professor Dr. Anna Lazarova presented the specifics of the legal regime for automated text and data analysis in the EU, Dr. Valentin Kamenov analyzed case law regarding hyperlinks and public disclosure on the internet, and doctoral student Petar Slavchev emphasized the impact of new technologies on the right to privacy.

Each panel was followed by discussions focused on the need to adapt the legal framework to the rapidly changing digital environment. This edition focused on contemporary regulatory challenges related to the development of information technology, with topics examined from regulatory, technological, and ethical perspectives. With its interdisciplinary approach, the Roundtable on Information Law has established itself as a space for the exchange of professional experience, ideas, and practical solutions at both national and international levels.
